Biography
Public safety leadership grounded in operations.
Darrell Lowe leads the Redmond Police Department in Washington and founded The Lowe Group.AI, LLC to help public-safety leaders and technology companies make responsible, operationally sound technology decisions.
Appointed Chief of Police in 2019, he brings more than three decades of law-enforcement experience. His work has included executive leadership, organizational change, public-safety technology strategy, Drone as First Responder operations, real-time information capabilities, and governance for emerging technology.
Lowe previously served as a public-safety representative on the Washington State Artificial Intelligence Task Force, whose work concluded in 2026. He also served on the Governor's Task Force on Independent Investigations of Police Use of Force. He was president of the Washington Association of Sheriffs and Police Chiefs for 2024-25 and previously served as president of the King County Police Chiefs and Sheriffs Association.
He currently serves on the NOBLE Emergent Technologies Committee and as a member of the IJIS Institute Law Enforcement Advisory Committee (LEAC), contributing a practitioner perspective to national work involving emerging technology, information sharing, and responsible adoption.
He holds a master's degree in Emergency Services Administration from California State University, Long Beach, and a bachelor's degree in Sociology from California State University, Northridge. He is a graduate of FBI National Academy Session 249, FBI Law Enforcement Executive Development Seminar Session 81, the Center for Creative Leadership, and the Executive Leadership Institute at the Drucker School of Management.
